Both Zambia and India at independence, in 1964 and 1947 respectively, inherited from British colonial rule drained, structurally disarticulated and backward economies. Both countries embarked on development planning as a strategy through which to overcome the inherited socioeconomic problems. However, by 1991 while India had broken loose of the inherited structural backwardness, Zambia had sunk into an economic malaise of dependence on foreign loans and food aid. A number of factors were responsible for these differences. This book compares the implementation strategies and results of development planning in Zambia and India from independence to 1991. The overall argument of the book is that while development planning did not achieve all the intended objectives in Zambia and India, and while India achieved more benefits than Zambia, development planning as a strategy was beneficial to both countries. Zambia and India used development planning to build up social and economic infrastructure that enabled them to resolve some of the difficult problems inherited at independence. Development planning enabled India, more than Zambia, to gain economic independence or self-reliance.

Colonial urban planning kept influencing and shaping the development and future of cities. Independent India made a new beginning through strong belief in socialistic urban development and policy planning but it neglected the complex urban realities. Comprehensive-rational planning approach could not work well for socio-culturaly diverse urban places. Development seems have been exclusionary in practices due to which urban majority live in poor localities with inadequate social infrastructure and lack of basic services. Major cities have been facing severe crisis in terms of civic amenities, infrastructure, public transport,and other facilities. Though neoliberalization reinforces inequalities and uneven development in Indian cities but it can play an important role in revitalizing urban planning and materializing governance practices for inclusive development and urban sustainability.

This book presents the results of the study arising from an assessment of managerial, technical and fiscal capacity of Chongwe District Council, and the effectiveness of community participation, in relation to development planning, implementation and management of public services. With respect to managerial capacity, the results are presented in terms of the effectiveness of service provision by the Council and the availability and qualifications of key staff in Planning, Works and Treasury Departments. Regarding technical capacity, the results are presented with regards to the availability of equipment for planning, refuse collection and construction and maintenance of roads. Concerning fiscal capacity, the results are presented in relation to sources of revenue and expenditure pattern. The results for the effectiveness of community participation are presented with respect to the functions, strengths, participation experiences and constraints of the area (ward) development committees

This study sought to investigate the various SME development support initiatives in Zambia with a view to analyze the challenges as well as identify opportunities for further improvement. Considering the importance of SMEs in poverty reduction, the study examined the evolution of Zambia’s SME sector, the various SME policy initiatives and policy shifts as well as the existing institutional arrangements for SME support in Zambia. It further identified the challenges to SME development and support and lastly, it identified the opportunities for further improvement of SME development in Zambia. An analysis of various initiatives and policy measures revealed a number of challenges that are embedded in SME support institutions, organizations and entrepreneurs themselves. A great challenge still remains in creating a supportive and inclusive environment, tailored to the needs of the various SMEs in Zambia. Thus, the development of SMEs require concerted efforts and the will from all actors involved as well as learning from experiences of other countries (with caution).
